Is the Obama Administration starting at bottom of the ice-cream cone when they should be starting at the top?

I’m talking about the CIA investigations into “torture tactics” used to interrogate terror suspects.

When you eat an ice-cream cone, do you start at the bottom or the top?
Who gave the directives/orders and encouragement to the CIA people doing the “interrogations”? Should not the “order givers” be the ones held responsible for the orders they gave (first) before the people following those same orders?

Yes, So many are culpable when it comes to the torture.
It many be that Holder is starting with the lower level to obtain more info and build his case up with their testimony. One can only hope that is his tactic.
