does the temperature of ice cream determine the softness of ice cream?

My uncle says that all ice cream is the same and temperature is the only thing that makes it harder or softer. but i think certain ice creams are just softer than others. help?
i know that if its colder its harder but arnt some ice creams just generally softer?

Some seem to be creamier (with a higher fat content). If it's hard, the ice cream is definitely too cold. It's no fun scooping hard ice cream.
