Is it allowed for bus drivers in US to speak with a mic on one hand while driving?

I'm currently on a bus tour and the driver has been driving since this morning with only one hand on the wheel as with the other one he kept holding an 'ice cream' microphone to overload us with useless info. Also, he keeps talking on his mobile with no earphones or amplifier.

I am wondering: are these behaviours legal in California?

I am not positive on that but I think it is dangerous driving with one hand my bus driver does that to its kinda scary their controlling a big heap of metal with one hand pretty scary for me and that's just my opinion
