Weight Watchers Ice Cream cups packaging?

I opened the ice cream cup and there was no plastic or anything under the lid. Is this how it's supposed to be packaged?

If you're talking about the prepackaged cups, there's no need for the plastic. If the package had been tampered with, you'd have known by the outside packing.
