How will the ice cream sandwich android OS roll out?

I'm in the military and about ready to go to training for a good part of the next 3-4 months. I'm curious does OS updatesX like the ice cream sandwich update, able to be done over 3G? Or do you have to have a computer?

Usually updates for for android are done OTA. (3g or 4g) I know gingerbread and froyo were.
