Who was the first people to create ice cream and bubble gum?

Many historians credit William Finley Semple with receiving the first patent in the United States for chewing gum on December 28, 1869. This claim is false, as Toledo, Ohio, resident Amos Tyler patented chewing gum on July 27, 1869.

Why can't I get bubble gum flavored ice cream at the store?

I can't find bubble gum flavored ice cream at grocery stores in Canada, yet I can buy it at ice cream shops like Purdy's Chocolates. Why?

Overhead and profit.

There's not enough demand in Canada for most grocery stores to carry bubblegum ice cream in bulk. Most would go bad before they could sell it.

A premium ice cream store though can charge extra to have something you can't get at a ordinary grocery store. They also have a higher turnover rate for inventory on specialist items because of this.

I remember when I was a kid, being able to get little ice cream cups with gum in the bottom of them and those red white and blue popsicles. I think they were only like 25-50 cent, maybe 75 cent later on for something good.

I still thought they were the same price! Maybe it's like a dollar now or something. I think it depends on the ice-cream truck. Different people charge different things.
