I can't find bubble gum flavored ice cream at grocery stores in Canada, yet I can buy it at ice cream shops like Purdy's Chocolates. Why?

Overhead and profit.
There's not enough demand in Canada for most grocery stores to carry bubblegum ice cream in bulk. Most would go bad before they could sell it.
A premium ice cream store though can charge extra to have something you can't get at a ordinary grocery store. They also have a higher turnover rate for inventory on specialist items because of this.
